The conference was chaired by Assoc. Prof. Dr. Le Manh Hung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Member of the Executive Committee of the Party Committee of Hanoi Universities and Colleges, Secretary of the Party Committee, Rector, and Director of the Center for National Defense and Security Education; members of the school's leadership board; and leaders of the functional departments/divisions of the Center for National Defense and Security Education.
At the conference, authorized by the Rector, the Head of the Organization Department, Dr. Nguyen Thi Huyen, announced the Decision, and Assoc. Prof. Dr. Le Manh Hung - Rector, personally presented the Decision on the acceptance and appointment of Dr. Nguyen Ngoc Thuc to the position of Head of the Organization and Administration Department, Center for National Defense and Security Education.

In his remarks assigning the new responsibilities, Associate Professor Dr. Le Manh Hung congratulated Dr. Nguyen Ngoc Thuc on being entrusted with this new responsibility by the Party Committee and the Board of Directors of the University. The Rector affirmed that the restructuring of the leadership team of the Center for National Defense and Security Education is of significant importance in improving the quality of management and administration, contributing to the effective implementation of national defense and security education tasks, and simultaneously meeting the requirements of university governance reform and the University's development strategy. Associate Professor Dr. Le Manh Hung requested that, in his new position, Dr. Nguyen Ngoc Thuc continue to leverage his professional competence, work experience, and sense of responsibility; quickly grasp the tasks, build a united, disciplined, and professional team in the Organization and Administration Department, and proactively provide effective advice to the leadership of the Center for National Defense and Security Education on organizational, administrative, and management matters. At the same time, the center will strengthen coordination with units inside and outside the university to improve the quality of its operations, build a modern and efficient working environment, and create favorable conditions for national defense and security training and education. The Rector expressed confidence that with the spirit of innovation, responsibility, and the unity of the staff, the National Defense and Security Education Center will continue to build on its achievements, excellently fulfill its assigned tasks, and make a positive contribution to the sustainable development of the Vietnam Trade Union University.

In his acceptance speech, Dr. Nguyen Ngoc Thuc expressed his sincere gratitude for the attention and trust of the University's leadership, while also deeply recognizing that this is not only an honor but also a great responsibility for the development of the Center for National Defense and Security Education. Dr. Nguyen Ngoc Thuc affirmed that he will continuously learn, train, and uphold the spirit of responsibility, pioneering spirit, and exemplary conduct of a leader; and together with the staff of the Organization and Administration Department, build a united, democratic, disciplined, and professional working environment. In his new position, he committed to striving to innovate management methods, improve the quality of advice, strengthen coordination between units, contribute to improving the effectiveness of the Center's operations, serve the national defense and security training and education work well, and contribute to the overall development of the Vietnam Trade Union University.

The conference announcing and presenting the Decision on the appointment of the Head of the Organization and Administration Department of the National Defense and Security Education Center took place in a solemn, enthusiastic, and united atmosphere. The strengthening of the leadership team not only demonstrates the Party Committee and the Board of Directors' concern for the development of human resources but also creates new momentum for the National Defense and Security Education Center to continue improving the quality of its operations and enhancing its role in national defense and security education. With the support of the entire staff and the innovative spirit and responsibility of the leadership team, the Center is expected to continue its strong development, contributing to the successful achievement of strategic goals, improving the quality of training, and affirming the position of the Vietnam Trade Union University in the Vietnamese higher education system.
